POSITION DESCRIPTION


BACKGROUND INFORMATION

The Secretariat of the Pacific Community (SPC) is an international organisation that provides technical and policy advice and assistance, training and research services to its Pacific Island members. It works in a wide range of sectors, including natural resources (agriculture, fisheries and forestry), health, statistics, human development, human rights, social issues, and information and communication technology. Established in 1947 as an international organisation, SPC has 26 member countries and territories. English and French are its working languages. The organisation has been expanding rapidly and now has approximately 400 staff and a total annual budget of XPF (French Pacific francs) 8 billion (approximately USD 90 million).

SPC’s headquarters is in Noumea, New Caledonia. It also has regional offices in Suva, Fiji Islands and Pohnpei, Federated States of Micronesia (FSM) and national coordination offices in Honiara, Solomon Islands as well as Port Moresby, Papua New Guinea. The organisation has gained a reputation for providing ‘real solutions to real problems’ in the Pacific (SPC Corporate Review, 2005) and strives to maintain professionalism, integrity and pragmatism in delivering its services. JOB DESCRIPTION

In 1996, SPC had two official offices (Noumea and Suva) and operated four project offices with extension staff located in project countries (FSM [Pohnpei], Papua New Guinea, Samoa and Solomon Islands). By the end of 2009, SPC will have four official regional offices (Noumea, Suva, Pohnpei and Port Moresby) and one national coordination office (Honiara) and will operate 12 project offices in 12 other member countries and territories.

As a growing and progressively decentralised organisation and following the impacts of the Regional Institutional Framework (RIF), SPC needs to be a changing organisation and as such, needs to respond to new or evolving challenges by making strategic changes in its mode of service delivery or through progressive reforms of its corporate structure.

Organisational and structural reforms in the way SPC operates are therefore essential to enable the organisation to more effectively deliver high quality services to all members of the Pacific Community.


SCOPE OF THE POSITION

Under the supervision of the Director, Corporate Services, the Change Manager will be responsible for translating the vision of the SPC 2007-2012 Corporate Plan and the recommendations of the organisation’s corporate review into a framework for implementation and will help bring about within the organisation the necessary changes resulting from the implementation of the Regional Instituation Framework (RIF)..

He or she will be responsible for the timely progress of projects and will need to communicate at all levels of the organisation so as to promote and maintain a dynamic and proactive working environment that values and supports the organisation’s ongoing development and changes.


DUTIES AND RESPONSIBILITIES

1. Develop and manage the implementation of work plans designed to effectively implement within the SPC the outcomes of RIF and the agreed Council of Regional Organisations in the Pacific (CROP) remuneration review, taking into account financial, governance, structural and legal considerations that may affect the organisation.

2. Maintain an ongoing organisational review with regard to the organisation‘s own development.

3. Develop and implement a communication strategy so as to ensure effective communication with all key internal and external stakeholders.

4. Develop and implement strategies for improving the organisation’s capacity to manage change.

5. Develop and implement strategies for enhancing staff recruitment, performance management and development processes and policies within the organisation.

6. Develop internal capacity to sustain structural and cultural change and foster a climate of continuous improvement.

7. Develop assessment tools to measure the impact and long-term benefits of change management strategies.

8. Promote an organisational culture that values and embraces continuous improvement.


DUTIES AND RESPONSIBILITIES

KNOWLEDGE AND EXPERIENCE

Candidates must address the following criteria should they wish to be considered for this position:

Essential

• University degree in project management, human resources management or related field
• Proven project management skills in a challenging and complex environment, with a particular focus on resource mobilisation, stakeholder and personnel management, the ability to manage competing priorities in a timely and proactive manner and monitoring and evaluating staff, programme and organisational performance
• At least five years of experience in working in a similar role
• Ability to balance conflicting goals and perceptions and gain commitment to and involvement in project plans at all levels of the organisation
• Very good communication and interpersonal skills in order to effectively convey the need and reasons for changes within the organisation
• Team-building skills
